Forza Horizon 6 uses a compressed open-world interpretation of Japan. It spans Tokyo City, suburbs, rural areas, mountain passes, and the snowy Japanese Alps; it is not a one-to-one road map of the entire country. Playground calls it the series' densest and most vertical map, and Tokyo is the largest urban area in a Horizon game.
