If the subscription ends or the game leaves the catalog, a Premium Upgrade does not turn into a base-game license. You need an active eligible membership or a purchased base game to use its add-ons. Steam ownership is also separate from the Microsoft-store entitlement.
Cloud availability does not mean every phone, browser, controller, or region is supported. Check Xbox Cloud Gaming in the account and region that will actually be used. A cloud session also depends on network quality and service capacity; it is not the same as installing the Windows build locally.
