What does not count toward the launch roster
Howard the Duck is a lobby avatar and Cosmo is a lobby pet in the Digital Deluxe and Ultimate packages. They are not playable launch fighters. The five Ultimate costumes also do not add characters.
Phoenix Cyclops is the first announced Year 1 additional fighter. The Year 1 pass promises four additional playable characters and one stage, so its fighters should remain separate from the launch count even after they become playable.
No tier list without evidence
This page answers who is playable, not who is strongest. A current tier list requires reproducible match data, patch-specific frame information, and a stated methodology. Official character descriptions establish intended tools and archetypes but do not prove competitive rankings.
For the DLC boundary, use the Year 1 pass page. For game modes and how four-character teams enter a match, use the modes guide.
