The 64-player number describes the online lobby, where users gather and start matches. It is not the number of people fighting simultaneously.

What works offline

The official FAQ lists Episode Mode, local Versus, Training, and CPU battles among the content that can be used offline. Ranked, Casual, private Room Matches, and the Online Lobby require a connection and PlayStation account services.

PlayStation Plus is not required to launch the PS5 game or use offline modes. It is required for PS5 online matches. On PC, a PlayStation account must be created and linked for online features even though the game is purchased through a PC storefront.
