What Play Anywhere means here
Xbox Play Anywhere identifies the Microsoft ecosystem version as available across supported Xbox console and Windows PC devices with the associated account. Xbox also lists cloud saves and achievements. This is evidence for cross-device progress within that ecosystem; it is not evidence that a Steam save transfers to Xbox.
No official Steam-to-Xbox cross-save or ownership transfer was found. Choose one storefront as the main progress ecosystem unless the developer later publishes a migration tool or account-linking feature.
Game Pass boundary
The August 18 Xbox Wire announcement says the Game Preview arrived August 19 for Game Pass Ultimate and PC Game Pass. Subscription catalogs and tier rules can change. Open the current Xbox product page before subscribing solely for this title, and confirm whether cloud play in your region requires Ultimate.
“Game Preview” also signals an unfinished product. The Xbox version and Steam Early Access version share the same developing-game context, but patch certification and deployment timing can differ by platform. Check the version shown in your client before applying a Steam-only fix.
Which version should you use?
Choose Xbox/Microsoft if Play Anywhere, cloud saves, console access, or current Game Pass inclusion matters most. Choose Steam if that is your established PC library and you accept that Steam's feature data did not list cloud saves when checked.
