Buying all four separately at the listed price would total $35.96. The displayed bundle saves $5.40 at the current US price. Treat those dollar figures as a dated storefront snapshot; the September 24 release date and four-pack structure are the more durable facts.
What the bundle changes
The bundle does not combine the four lords into one inseparable campaign. Creative Assembly says players can buy the complete collection or select individual lords. The content overview identifies the four campaign leads as Nagash, Thanquol, Boris Todbringer, and the Glottkin.
Any one of these purchases also grants access to Immortal Empires under the new ownership model. That rule is easy to miss because parts of the Steam page still use a generic DLC label; the official product description explicitly says WARHAMMER III ownership is not required for the access being sold.
What is separate and free
Neferata is not a fifth paid item in the bundle. She is the free Legendary Lord in the accompanying game update. The same free update includes the Vampire Counts rework, new end-game content, victory-condition changes, magic updates, and a campaign-intro overhaul.
