No—you do not need to own Total War: WARHAMMER III, WARHAMMER I, or WARHAMMER II before buying a Lords of the End Times character pack. Creative Assembly says purchasing any one of the four packs, or the bundle, grants access to Immortal Empires without prior trilogy ownership.

This is a new entry-point rule attached to Lords of the End Times. It does not mean every older DLC becomes owned. It means the purchased character content includes the Immortal Empires campaign access described by Creative Assembly and the product listing.
Why the Steam page looks contradictory
The top of individual Steam listings can display the standard sentence saying the content requires the WARHAMMER III base game. Lower on the same official Nagash page, the specific product description says purchasing the pack grants Immortal Empires and that WARHAMMER III ownership is not required.
For this question, the expansion-specific statement and Creative Assembly's announcement are the relevant evidence. The announcement calls the arrangement a series first and applies it to an individual lord purchase as well as the complete bundle.
What this does not grant
The announcement does not say that buying Nagash automatically grants Thanquol, Boris Todbringer, or the Glottkin. Each lord remains a separate paid item unless the four-item bundle is purchased. It also does not turn unrelated historical DLC into owned content.
