The documented campaign temporarily restricts the ward on particular shifts. Do not extrapolate a single closure into a universal bug or prescribe isolating everyone when the current option is unavailable.

City operations consume sanity in the illustrated playthroughs. Compare the displayed cost with your current meter before committing. Hunger or sanity depletion also ends Endless runs, so the store budget is not simply an upgrade budget.
A useful planning order is to account for the next necessary containment action, leave room for hunger and sanity recovery, and then consider tools. This is a budgeting recommendation, not a guaranteed shopping list: food was rebalanced on August 27, and the right purchase depends on your actual meters and prices.
Target a solution, not just a full activity checklist
The developer's explanation contradicts the idea that you must avoid curing the outbreak altogether. What matters is the relationship between problem progress and solution progress, plus which solution is highest. Avoid treating an unsupported community interpretation as an extra secret rule.

If replaying the last day reproduces the same collapse, inspect the earlier progress trend. Once the Shift Map is unlocked, an earlier crisis branch gives you more opportunity to change research and operation choices than a final-day retry.
