Neferata's Web of Power
Neferata sends Heroes into settlements belonging to other factions to establish Vampire Covens. Covens generate Manipulation and have a Concealment value. Her Web of Power actions can steal, assassinate, disrupt, or manipulate, including against enemies, neutral factions, and allies. Stronger actions require higher-level Heroes and more Manipulation.
That establishes the resource loop, but not a universal best target order. Concealment can fall when armies or Heroes belonging to a manipulated faction are destroyed, so the released campaign state will matter.
Vampire Counts recruitment changes
Raise Dead becomes the default recruitment method. Most units gain capacity limits that are expanded through military buildings. Lower-tier units mainly use Corpses, a provincial resource created as units die. Higher-tier units also require Blood, which comes primarily from buildings that convert Corpses.
Blood is not only a recruitment currency. The official article says it also pays for confederation, important buildings, Blood Decrees, Vampire Lairs, Bloodlines, and technologies.
Vampire Lairs and confederation
Vampire Lairs appear in random settlements and are revealed by fully discovering those settlements through occupation or certain Agent actions. A player can awaken a Vampire quickly or spend more time developing stronger traits and bonuses before recruitment. Bloodlines can then be empowered repeatedly at increasing Blood cost.
Confederating another Vampire Count Legendary Lord requires a unique task chain and a significant cost. This replaces the idea that every lord should be obtainable through one generic interaction.
Other free update changes
Creative Assembly also lists three new end-game scenarios, reclassified mid-game Crisis Scenarios, victory-condition updates, Lores of Magic changes, and a campaign-intro flyby overhaul. The paid roster remains separate on the four Legendary Lords page.
