The success signal is the Steam achievement counter reaching 3/3 after the last named puzzle completes. A door opening or room animation is useful local feedback, but it is not a substitute for the achievement counter when diagnosing which requirement failed to register.
Open the 31-move book route from the correct start
The 31 rows on the book-riddle page apply only when all five books are stacked on the left table. If the current arrangement differs, that table no longer describes the next move; the checked sources do not document a reset method.
That destination is directly supported by the current 2/3 community thread: the player had already completed the cave torches and the laboratory-area riddle, and the answer pointed them to the book tower below the market and the rightmost table.
If Riddle Master does not trigger
If Steam shows 2/3, compare your completed puzzles with the official list instead of searching for an unnamed fourth requirement. The community example above makes the book puzzle the first thing to check when the torch and pillar puzzles are already done.
