Pokémon's official Bubbly Basin page also describes Dive, Popplio at the town entrance, Water-type habitats, the Starmie-doll Dream Island, and multiplayer access to that island. Those are product features, not a complete route through every request.
Access boundary
Owning the pass is necessary but not sufficient to walk through the underwater gate immediately. The game must be updated, Ditto must learn Dive, and the important Bleak Beach request Raise the environment level! must be complete. The player then needs to find Popplio in Bleak Beach.
The date may appear as August 4 or August 5 across Nintendo's regional support and store pages because of regional release timing. The meaningful status is the same: Part 1 is released and playable now.
Before buying, decide whether you want the released Part 1 plus the entitlement to later scheduled parts. Do not buy on an assumed Part 2 feature list. If you already own the pass but cannot enter, use Bubbly Basin DLC not appearing.
