If Pokémon Pokopia's Bubbly Basin DLC is not appearing, first prove three separate things: the software is current, the correct Nintendo Account owns the Expansion Pass, and the save has completed the published access requirements. Do not delete the save.
1. Update the system and game
Open System Settings → System → System Update. Then highlight Pokémon Pokopia on HOME, press +, choose Software Update, and update via the Internet. Version 2.0.0 added Dive and the systems used by the expansion; a pass entitlement cannot replace the required software files.
