If a group cannot assemble, first make sure everyone has installed the current version and is opening Legends rather than the single-player Most Wanted mode. Then match the activity to its supported group size. A four-person party is appropriate for survival, while story missions are designed around two players. Region, privacy, parental controls, and PlayStation service status can also block invitations even when the game entitlement is valid.
