PC has a separate rule: 2K says Windows Store/Xbox app players can crossplay with Steam, but progress and VC do not carry between Xbox console and Windows PC.
Crossplay is multiplayer access; dual entitlement is ownership; cross-gen progression is save or wallet sharing. Treating those terms as synonyms causes most purchase mistakes.
