The two conditions should not be merged. A Vol. 1 save is not described as a preorder substitute, and preordering Vol. 2 does not include Vol. 1. Buying after August 27 does not retroactively create a preorder entitlement unless the storefront says otherwise. The Vol. 1 save path is separate: for MGS4, Steam says the qualifying save must use the same account on the same console ecosystem, and creating that save after starting MGS4 can still qualify.
