This is a cap, not a statement that reaching 70 is fast or required for Inner Edania. The region access quest starts at level 60, while boss gates are primarily displayed AP/DP and equipment requirements.
Recognition-title eligibility
The Inner Edania patch also discusses titles honoring characters who reached level 70 through long-term play. Characters that reached the requirement using extra EXP from Secret Scrolls of Pure Equilibrium or Combat/Skill EXP Exchange Coupons are not eligible for those titles under the stated rule.
That title restriction is separate from whether a character is level 70 and can use ordinary game systems.
